Construction is expected to begin later this year to extend the MetroLink passenger light rail system from Scott Air Force Base, near Belleville, to MidAmerica St. Louis Airport in Mascoutah, both in St. Clair County in downstate Illinois. While local officials have failed for years to get federal funding for the project, the governor justifies awarding a $96 million grant for it because the state has spent so little money on infrastructure there.
